Drag a dial up or down to turn it. Hold Shift for fine control. Scroll over a dial to nudge it, and double-click any control to put it back.
On the picture itself: move to bend it, click for ripples, hold the button down to push harder, scroll to zoom. On a touch screen every finger counts, so try two or three at once.
On an iPad, use Share and then Add to Home Screen to keep blur as a full-screen app.

This needs a browser with WebGL 2, which yours doesn't seem to have turned on. Recent Chrome, Firefox, Safari and Edge all support it.
